What is a
synthetic fuel?

A synthetic fuel — also called e-fuel, electrofuel or Power-to-Liquid fuel — is a liquid or gaseous fuel produced from hydrogen and CO₂, without extracting fossil hydrocarbons. The final molecule is chemically identical to its fossil equivalent and works in all existing engines without modification.

The "e" in e-fuel stands for electro: hydrogen is produced by electrolysis of water using renewable electricity. CO₂ is captured from the atmosphere (direct air capture) or from industrial emission sources. Combustion returns that same CO₂ — the fossil carbon balance is zero.

How are
synthetic fuels produced?

Power-to-Liquid industrial production plant synthetic fuel e-fuel energy transition Europe 2026

Every synthetic fuel follows the same production chain: renewable electricity → electrolysis → green H₂ → chemical synthesis with CO₂ → liquid fuel. Depending on the synthesis reaction chosen, the output is methanol (Maersk), kerosene (ReFuelEU), ammonia (Yara Eyde) or synthetic gas (e-LNG).

Production cost is dominated at ~55% by hydrogen cost. At €3–6/kg (current green H₂), e-fuel remains more expensive than fossil. At €0.50/kg — FDE's target for Lorraine natural hydrogen by 2028 — e-fuels reach fossil parity, including EU carbon pricing.

The 4-step production chain
  • Renewable energy — solar, wind, or natural geological hydrogen (no electricity required)
  • H₂ production — water electrolysis (green H₂) or geological extraction (natural H₂)
  • CO₂ capture — direct air capture (DAC) or industrial point source · not required for ammonia
  • Chemical synthesis — Fischer-Tropsch (kerosene/diesel) · methanol synthesis · Haber-Bosch (ammonia) · Sabatier (e-LNG)

EU Regulation

The European
regulatory framework

The European Union has built a regulatory framework that creates mandatory demand for synthetic fuels across all hard-to-abate sectors. Five regulations apply simultaneously, with mandates escalating through to 2050.

The 5 key regulations
  • ReFuelEU Aviation · Reg. 2023/2405 — SAF mandate: 2% in 2025 → 70% in 2050 · PtL sub-mandate 0.7% from 2030
  • FuelEU Maritime · Reg. 2023/1805 — GHG reduction: −2% in 2025 → −80% in 2050 · in force since January 2025
  • RED III · Dir. 2023/2413 — industry RFNBO target: 1.2% by 2030 · e-fuels from renewable H₂ qualifying
  • EU ETS · Dir. 2003/87/EC — carbon price: ~€50–80/t CO₂ · aviation and maritime covered · narrows fossil/synthetic cost gap
  • 2035 ICE Exemption · Reg. 2023/851 — e-fuel-only vehicles permanently allowed after 2035 · road market preserved

These mandates create guaranteed demand, independent of carbon pricing alone. Airlines must blend SAF regardless of the cost premium. Shipping operators must reduce GHG intensity regardless of commercial constraint.

Natural geological hydrogen is produced continuously in the Earth's crust by serpentinisation — the reaction of iron-rich rocks with deep groundwater. It is a hydrogen source that requires no electrolysis, no renewable electricity, and could be produced at very low cost.

On 23 June 2026, Française de l'Énergie (FDE) confirmed a concentration of 49.6% H₂ at 2,426m in the PTH-2 borehole at Pontpierre (Moselle) — among the highest natural H₂ concentrations ever measured in situ globally. The Lorraine deposit is estimated at 92 million tonnes. FDE targets commercial production at €0.50/kg by late 2028.

At that price, Lorraine e-methanol would fall to ~€280/t (vs ~€920/t today) — below fossil methanol. The 2035 ICE exemption would become commercially viable at scale. All ReFuelEU and FuelEU mandates would become economically neutral for operators.
